Mercator International was engaged by a Class-1 railroad to assist it in identifying cargo flows from the United States to Mexico that would supplement its existing northbound movements. Mercator’s project team identified the commodity composition of northbound movements and outlined the Mexican regulations and inspection requirements for each target commodity. After identifying potential southbound volumes, Mercator determined whether or not additional facilities would be required to support new cargo flows.
